PROTOCOL FOR THE SELECTION OF CANADA’S NATIONAL TEAM

FOR IDBF WORLD DRAGON BOAT RACING CHAMPIONSHIPS

1.                  Definitions:

1.1.            WDBRC means an IDBF World Dragon Boat Racing Championships

1.2.            DBC means Dragon Boat Canada

1.3.            Competition Class means a competition class included in a WDBRC.  A competition class is any combination of a racing class and race distance.  For example, “Junior Women’s 1000 metres” is a competition class.

1.4.            Crew means the paddlers and steersperson of a dragon boat team.

1.5.            IDBF means the International Dragon Boat Federation.

1.6.            National Crew means a dragon boat crew representing Canada at a WDBRC for a particular Racing Class. There may be one National Crew for each Racing Class.  A National Crew is expected to race all distances within a Racing Class.  Each member of a National Crew, its coach, and its Program Director, must be Associate Members of DBC, and membership status must be maintained to the date of the WDBRC.

1.7.            Program Director means an individual who is the head of a program established to select, coach and train a National Crew.  Other individuals besides the Program Director may be involved in a Program.  For example, a Program can have a Director, coach, and manager.   A Program Director and coach can be the same person.    

1.8.            Racing Class means a racing class included in a WDBRC.  A WDBRC is likely to have the following racing classes:  premier open, premier women, premier mixed, junior open, junior women, junior mixed, senior open, senior women, and senior mixed.  The IDBF, at its discretion, can introduce other racing classes at an event.

1.9.            National Team means all of Canada’s National Crews combined.

2.                  IDBF By-laws and Regulations.  This section summarizes information contained in the IDBF by-laws and regulations concerning IDBF World Dragon Boat Racing Championships:

2.1.            A WDBRC should take place every second year.

2.2.            Participation in a WDBRC is restricted to dragon boat crews selected by IDBF members to represent their country. The Crews of a country make up that country’s “Team”.

2.3.            A WDBRC may have the following official racing classes:

Premier Open. No restrictions

Premier Women.          Must be an all female crew

Premier Mixed.             Must be at least 8 paddlers of each gender

Junior Open                  All paddlers must be 17 or younger on January 1st

Junior Women              Must be an all female crew. All paddlers must be 17 or younger on January 1st

Junior Mixed                Must be at least 8 paddlers of each gender.  All paddlers must be 17 or younger on January 1st.

Senior Open                 Steersperson and all paddlers must be 40 or older on    January 1st

Senior Women             Must be an all female crew.  Steersperson and all paddlers must be 40 or older on January 1st       

Senior Mixed                Must be at least 8 paddlers of each gender.  Steersperson and all paddlers must be 40 or older on January 1st.

Additional                     Other racing classes may be introduced at the discretion of the IDBF.

2.4.            Races for each racing class can be held over a variety of different race distances.   The official distances recognized by the IDBF are 250m, 500m and 1000m.  Each combination of racing class and racing distance is a competition class.

2.5.            In order for a winner of a competition class to be given official championship status, there must be crews representing at least 6 different IDBF members in the race.

2.6.            One crew per nation is allowed to compete in each premier competition class.  More than one crew may be allowed in junior and senior divisions.  A nation may be allowed more entries if it is hosting the WDBRC.

3.                  Applications from Program Directors.  DBC shall invite applications from Program Directors who want to receive the right to select, coach and train a National Crew.  Applications must be submitted by a due date to be determined by DBC.  DBC may publicize the name and contact information of each Program Director.

4.                  Application Requirements.  A Program Director must meet the following application requirements:

4.1.            The Program Director must be an Associate Member of DBC;

4.2.            The Program Director must agree to abide by the polices, rules, regulations, and codes of conduct issued by DBC;

4.3.            The Program Director must pay an application fee, if any, determined by DBC;

4.4.            The Program Director must acknowledge and agree that if it is given the right to select a National Crew, his or her selection must be approved by DBC.  DBC may refuse to grant approval (or revoke an approval) if it determines that the Program Director has not complied with this Protocol or the policies, rules, regulations or codes of conduct issued by DBC.

5.                  One Application Received.  If DBC receives only one application by the due date for a particular Racing Class, the Program Director who submitted the application shall automatically receive the right to select, coach and train the National Crew for that Racing Class.

6.                  More than one Application Received.  If more than one application is received by the due date for a particular Racing Class, then DBC will arrange a national trial to be held among Crews selected by the contending Program Directors.  The national trial for a Racing Class shall be held at a time and place to be determined by DBC, and in accordance with DBC Bulletins and Rules of Racing.  Each member of a Crew participating in a national trial must be an Associate Member of DBC.

7.                  Final Selection of a National Crew.  The Program Director who is awarded the right to select a National Crew has the right to select the final National Crew roster for the WDBRC, subject to approval by DBC.  The roster of the National Crew may include individuals who were not on the Program Director’s Crew that participated in the national trial.

8.                  Revocation of Rights. 

8.1.            DBC may refuse to confer rights to a Program Director, or revoke rights, if:

8.1.1.      DBC membership status is not maintained as required by this Protocol;

8.1.2.      the Program Director or a member of the National Crew fails to comply with the policies, rules, regulations, or codes of conduct issued by DBC;

8.1.3.      the Program Director fails to comply with the registration requirements and rules for the WDBRC;

8.1.4.      the Program Director fails to satisfy DBC that he or she has secured the necessary funds or sponsorship for transportation of the National Crew to the WDBRC.

8.2.            If a Program Director’s rights are revoked, the right to select, coach and train a National Crew may be given to another Program Director.

9.                  Team uniforms.  A Program Directors shall cooperate and coordinate with DBC and the other National Crews in the selection of a National Team uniform and acquisition of uniforms.
